Issue Summary: There is a severe UI inconsistency between status bar pills. The Phone app's pill behaves completely differently from the Music/Voice Recorder pills, resulting in a forced screen takeover that breaks the system's "Back" button navigation.

Steps to Reproduce (Shown in attached video):

  1. The Expected Behavior (Music Pill): While working in an app (like Gemini), tapping the active Music pill drops down a smooth, floating mini-widget. I can manage the audio without leaving my current task. This is perfect multitasking.
  2. The Broken Behavior (Call Pill): Tapping the green Phone Call pill does not open a widget. Instead, it violently hijacks the display and forces the Phone app into full-screen mode.
The Major Workflow Flaw:

Once the Phone app forces itself into full-screen, the system clears the "Back" navigation stack. Pressing the Back button does not return me to my previous app. It dumps me onto the Home screen. To continue my work, I am forced to open the Task Manager/Recent Apps and manually reload my previous app from scratch.

Requested Fix:

Please unify the system UI. The Phone app pill should trigger a floating drop-down widget (with Speaker/Mute/End buttons) exactly like the Music and Voice Recorder pills. Users should not be punished with a full-screen takeover and a broken navigation history just to manage an active call.
