Galaxy S1. Connect phone to laptop via USB (just needs to be connected and laptop needs to be on, no other use of laptop)
2. Turn off your phone
3. Press power and volume up button together till Samsung logo appears, release once logo appears
4. You will get a list of options, navigate using volume keys to wipe cache partition
5. Select it using power key
6. Navigate to 'yes' with power keys and select with power key
7. Select yes on reboot / start phone
Done. Your issue should be resolved.
Wiping cache partition does not delete any data or affect any apps. You can google the steps and everything before doing.
