Simcard Management opens after each reboot

Whenever I restart my Galaxy S23 Ultra, the sim card manager window opens for no reason. Is there a way to stop this?

This happens on the s23+ as well. Esim + physical sim.

I think it's common in phones with esim. Because I was using my S22 Ultra with esim and I switched to physical sim with S23 Ultra, thinking it would stop showing up. But that's still happening with two physical sim cards too.
