In developer option I guess. And to take customization to extreme level you can try HEX installer (Its paid) .

It's one shade , try downloading it from play store.

guys we had that option in last section of developer settings in android 10, but one ui 2.0 don't supporting that

For navigation bar customization try module in Good Lock and for Notification panel go with one shade.

awaiting for One ui 2.1.!!

because stock android developer option has only icon changing and font changing option but the icons don't change in notification panel
it does support in one ui 2.1
