Yes it is an area thing.
Or if they bought the phone that is tied on carriers like MTN or Vodacom, they will have to wait for quiet a while as those carriers prefer to first test the version out before pushing it out. They test it. So it will come, but they just need to wait.

Im using the s24 ultra and I'm waiting for this update but I know Mzansi we receive this updates late

Just received one ui8 Android 16 on s24 ultra
