As we can see the test versions of S24/S23 are updated to February build

" I don't think OneUI 7 stable rollout has been majorly delayed, atleast till now.

OneUI 7 will rollout for S24 series anywhere from 7th~17th Feb.

 & for S23 series rollout should be within a week of S24 series (hopefully within Feb)."
