Galaxy SIt is also disappointing to not get the most out of your Exynos 2200 processor. I hear you and can understand why this is frustrating for you.
Here's why this might be happening and what you can do:
Optimization: Game developers need to optimize their games for specific devices. If BGMI hasn't been fully optimized for the S23 FE's Exynos 2200, it may not be able to achieve higher frame rates.
Samsung's Software: As you mentioned, Samsung's software optimization plays a role. Even with a powerful processor, the software needs to be tuned to efficiently utilize the hardware for gaming.
Game Settings: Make sure you have the graphics settings in BGMI set to the highest possible level that your device can handle.
Here's what you can do to try to improve the situation and get Samsung's attention:
Check Game Settings: Open BGMI and go to Settings > Graphics. Make sure the frame rate is set to the highest option available (e.g., "Ultra" or "Extreme"). Also, experiment with different graphics quality settings (e.g., "Smooth," "Balanced," "HD") to see if you can find a combination that provides a good balance between visuals and frame rate.
Use Game Booster: Samsung's Game Booster can help optimize performance. Open Game Booster (usually found in the Game Launcher) and make sure it's set to prioritize performance for BGMI.
Report the Issue to Samsung: Use the Samsung Members app to report the issue directly to Samsung. Go to Support > Error reports and describe the problem in detail, including the game name (BGMI), the frame rate you're experiencing, and the fact that other phones in a similar price range support higher frame rates.
Contact BGMI Developers: Reach out to the developers of BGMI and let them know that you'd like to see better optimization for the Galaxy S23 FE.
Monitor Forums and Communities: Keep an eye on online forums and communities dedicated to the Galaxy S23 FE. Other users may have found solutions or workarounds to improve gaming performance.
Your feedback is valuable, and I will pass it along to the relevant teams at Samsung. While I can't guarantee that they will implement these changes in One UI 7 or a future security patch, I will advocate for better gaming optimization on the Galaxy S23 FE.

Galaxy SBro, even I play BGMI in my S23 FE and yes, it's frustrating that we cannot play at even 90 fps.
Also, the game needs to be optimized, and the battery drain also should be decreased (If I'm correct then even you must be experiencing the same problem with battery drain).
Even after One UI 7 we are unable to play it with 90 fps and decreased battery drain.
