S23 charging without pps but with pd support question

This power bank support pd charging upto 45watt but it does not support pps which s23 need.

• Type-C Output :DC 5V/3A, 9V/3A, 12V/3A, 20V/2.25A, 45W (max)

Event though it does not support PPS, since it support pd output upto 45watt.

Does it take same time to charge s23 or it will limit to 15watt(5V/3A)?

With this specific powerbank pd output supports 9v/3A(27watt). Does s23 allow 25watt charging with 2watt loss coverting to heat?

Not suitable for samsung super fast charging, I believe it'll max out at 15 Watts for S23.
