Just curious, does Galaxy S23 FE support Widevine L1 certification?

It should support...to check download DRM info in there you can see your Widevine certificate

Thought so but checked in DRM Info app as Prime Videos was not streaming in HD and found that on One UI 6 it just shows Widevine L3 certification.

I've also faced the same issue on my Samsung S23 but I got a fix
1. Go to settings
2. Go to About Phone
3. Click on Software Information
4. Click on Google Play System Update > update and then restart
5. And then reset or reinstall your OTT apps and then check

Thanks. Anyways, got the December 2023 update today and installed it. Checked DRM Info and lo-and-behold Widevine certification is back to L1.

It's a known issue, will revert to L3 again and comes back to L1 after restart and again goes back to L3, Samsung should solve this with software update
