Technically it's the Indian samsung team that's needs to be blamed.

But it's not like they are completely different from each other. Atleast samsung korea should force everyone to push update together.

As per Samsung's schedule notification sent to all S21 FE should get one UI 7.0 in May 2025. Keep checking and be patient. Many have received. You receiving update is also carrier ie.,Jio,Airtel,VI,BSNL. dependent. Hence some get early and others a bit late.

No updates are not carrier dependent in India...as they are not locked. Also if you see other countries like us different carrier each of their update screen is different because their they release through carriers, as update screen developed by carrier team not samsung. In India i have never seen different update screens for different carriers

You are confused with locked and unlocked phone with a carrier. There is a "service provider software" installed in your to cater to carrier specific needs. Go to about > software information > scroll down a bit and you will see what is written in my screenshot posted here.
