Galaxy STo clear cache you need to boot into Recovery.
Step 1: Connect the phone with USB to PC or use any USB earphone.
Step 2: power off your device
Step 3: while its connected to PC or Earphone press and hold volume up + Power button.
Step 4: as the logo appears leave the buttons.
You will be in recovery mode.
Use Volume button to scroll up or Down and Power button to select.
So navigate to the Wipe Cache and the slect and follow the procedure. After that restart your device.
(Also take a note that in one UI 3.0 and 3.1 recovery mode will only be booted if your phone is connected with a USB earphone or PC, it doesn't work with USB charger.)
And if the problem still there then it is suggested to Factory Reset. Which you can do either from setting or from the same procedure above but instead of selecting wipe cache, select wipe data/Factory Reset.
(Performing Factory Reset will erase all the phone data.)
