Was checking if Google released the Play System Updates fo OCT. But it is showing 'updates are temporarily unavailable.' Is this normal or I am missing something?

Yes. This is possibly normal. Eventually, updates will be released.

Yes. Samsung released the Nov security patch and google play update is still stuck on September.
