You are a little off the mark. Beta is released world wide. The software will be downloaded by millions running different variants and different CSCs. The phone's software is tested "On the field". The feedback from these tests narrows down prominent issues which gets addressed. Once the Beta becomes fairly stable it gets released officially and minor wrinkles ironed out. Hope this post helped.
