Notification sound not working ringer not working

So I have been up down left right and tried all the "SOLUTIONS"  I could find on here. 
NONE have worked. 
I have sound... Watch videos and such no problem. If I'm watching something the notification sounds / ringer makes the sound. 
However if the phone was just sitting with the screen off ( Not the phone off just the screen not on to save battery) It does not make a sound. 
Please help and don't tell me go to notification make sure its on cause like I said I have tried 15 different "SOLUTIONS" NONE of them have worked.

Hi, I'm not sure if this would be any of help or not,but try going into settings>general management >Reset>reset all settings

3. Reset all settings

Once that is done please perform a soft reset of your device.

Press and hold the power and volume down buttons for about 10 seconds.

*The device may take a screenshot, however, keep holding the buttons for a few more seconds.
