Notification panel not working

2 days ago I noticed my Samsung s21 + notification panel can't open or be swiped if I open an app, it only opens the notification panel from the homesreen only. Once I open any app and try to drag down the notification panel, it's not responsive. What could be the problem?

Check if you didn't change settings in Accessibility or notification settings on bar

Some accessibility settings might conflict with gesture navigation.
Go to Settings > Accessibility.
Check for any enabled features that modify gestures or display behavior e.g Assistant menu
Disable them and test the notification panel.

If you're using gestures for navigation try this:
Go to Settings > Display > Navigation bar.Switch to Button navigation and test if the notification panel works inside apps.If it works, switch back to gestures and check again.

I have tried switching the navigation bar button type and try pulling the notification panel while in an app. It still won't be responsive.

The crazy part is, when I try to switch the screen from portrait mode to landscape while in an app, I'm able to access the notification panel. If I switch back to portrait mode, It won't be responsive.

Or Go to Settings > Apps > Tap the three-dot menu in the top-right corner > Reset app preferences.

Or, If you're using Edge Panel, it can sometimes override swipe gestures, Go to Settings > Display > Edge panels.Disable the Edge panel, then test the notification panel.

I have tried all that, but none has worked so far, just from trying to reset the app preferences and restarting, still nothing.

Or try Clearing Cache Partition.
Turn off your phone.Press and hold Volume Up + Power button until the recovery menu appears.Use the volume buttons to navigate to Wipe cache partition and select it with the power button.Reboot the phone and test.
