Galaxy SGo to Settings > Accessibility.
Check for any enabled features that modify gestures or display behavior e.g Assistant menu
Disable them and test the notification panel.

Galaxy SGo to Settings > Display > Navigation bar.Switch to Button navigation and test if the notification panel works inside apps.If it works, switch back to gestures and check again.

Galaxy SThe crazy part is, when I try to switch the screen from portrait mode to landscape while in an app, I'm able to access the notification panel. If I switch back to portrait mode, It won't be responsive.

Galaxy SOr Go to Settings > Apps > Tap the three-dot menu in the top-right corner > Reset app preferences.

Galaxy STurn off your phone.Press and hold Volume Up + Power button until the recovery menu appears.Use the volume buttons to navigate to Wipe cache partition and select it with the power button.Reboot the phone and test.
