Anyone purchased S23 ultra with welcome offer and not received free goodies yet? 

I purchased the S23 ultra on 24 February and still have not received Buds 2 and Watch 4.

Wait. It comes in a galaxy box itself with the phone. I booked it on Feb 2nd and got delivered on Feb 17th.
