Even a 6K phone doesn't play this game like this and here S10 is of 60K.

Ping issue with player you are spectating. Your phone is fine.

trust me the other player have faster internet connection than me.. so that's not the excuse.
Also this is happening while I'm playing the game too, my character works just fine but for the others it looks like I can count every frame in their movement.

Is this happening after any software update? If yes, then try downgrading to previous versions.

You have no battery power, your phone might be throttling. Was it heated up when this happened, did you have a stable network connection?

The battery may be a problem here, rest was good..

this is due to exynos chip.. it has weak gpu .. every s10 have this problem..
