Galaxy SRestart your device and connect to WiFi again. This should solve the problem. Also restart your router. It could be that there's high latency which prevents wifi calling.

Galaxy SReset App Preferences.
Settings >Apps> Tap on Top Right 3Dots and select Reset App preferences.
. Go to settings >general Management >reset>reset settings.
