My relative has a s22 he bought it new but after 1.5 year he has moisture on the screen even though he never put it in water what is the cause how can i fix it?

Moisture is caused by ingress of water vapour and sweat due to leaky water seal.

Service centre will clean the old glue and reapply new one.

If there is damage they will charge for replacement. Once they open they will see which component is affected.
From your post we are unable to know if S22 is working normally or stopped working. If it working normally the charges may be lower.

Yes. I already said what service centre will do in my 1st reply to you which is they will open, clean the dried seal and reapply seal glue.

I have been to service centre but they said that phone might have been exposed to water even though he never bought the phone to contact with water

It normally works and only have moisture fades on the sides
