Go to device Settings > Lock screen > "Screen lock type" then give existing PIN and then select "Swipe" (No security) from there and done. Screenshots below...

When you select "Swipe" to unlock as the screen lock type, it will not ask for a PIN when the device is powered off.

If you ask for "Secure startup" then go to device Settings > Biometrics and security > "Secure startup" and tap on it to turn off.
