Should I need to exchange my old device to get this upgrade bonus offer...?

Yes you have to exchange your old device for getting exchange bonus, go to the Samsung shop and click on the device you want and then exchange, you will have to put your IMEI number and the variant your old device has, then that will calculate the value of your old device and exchange bonus too

I haven't exchanged my device
But i have checked it
Like my smartphone has 3k exchange value and exchange bonus is 17k
So they give me discount of 20k
I have checked this for s24+
They offered me s24+ for 80k after 20k discount
