I always have this issue with Google message, that's why I have stopped using it and shifted to Samsung Message.

Temp solution

Go To Google Messages App info > click the 3 dots on top Right corner > Click on Uninstall Update

had this issue from last 2 months, got fixed recently when updated the samsung push service update , if u have the update, update it or download the apk from google
