S9+ already got 2 OS updates ( android 9 & 10 ) so it won't get android 11 update.
According to Samsung's old Update Policy Samsung used to provide only 2 OS updates for their flagships launched before 2019 but they changed the policy to 3 OS updates from S10 series in 2019
