Galaxy SI too lost all my WhatsApp messages this way. Lesson learnt, never forget your encryption key.
(If you haven't understood yet, there's no way to recover that data without the key.)

Galaxy SIf you have the Encrypted backed up data with the account, then ALL EDP backed up data will be deleted after EDP state reset.
So if you agree on above,
* please Request us 'EDP state reset' through Samsung Cloud > more > Settings > Contact us
> We will check your request and reset your EDP state (delete EDP backup also)
> You need to turn Encrypt backup data on again to encrypt your cloud data after EDP state reset.
