➡️ Following the One UI 7 update on the S23, the screen refresh rate no longer dynamically adjusts to 24Hz, and rarely utilizes 60Hz; it remains consistently at 120Hz. This behavior negates the advantages of the LTPO panel.

But 120hz offers you more fluid animations, so don't worry about, if you want more controll over the refresh rate then use GALAXY MAX HZ apk, it allows you to customize even it will dynamically adjust the frame rate excellently than one ui refresh rate

In XDA forum, open internet-->search: Galaxy Max hz --> open xda forum tribalfs website --> download the latest version

I know it's fluid animation, but it was draining battery a lot than usual.

It takes some time to complete the update at background also yours was flagship so no noticeable background activity, leave it for 2 or 3 days more to complete
