I am having this issue whilst trying to register my bank cards so far I have tried from mastercard to Visa cards but I have not been successful, am trying to buy a theme from the theme store have also tried clearing storage data from the themes app, contacted my bank and there seems to be no problems as I am able to make purchases on the playstore.
