I never saw Samsung phones having country lock except for US carrier devices. But before bringing to India, it's best to insert the local SIM card ( in your case. The DUBAI SIM) before bringing to India. That will unlock the device by default..
If you are yet to purchase, I'd suggest not to get it since samsung doesn't provide International warranty by default like apple. ( Correct me if I'm wrong)
If u r planning to buy anyway, then activate your device from Dubai and then you may bring. It should be fine.

Yes, you will need to buy Indian Sim unlocked variant from DUBAI. and that phone need to be activated there 1st, before taking it to India. and also need to update your phone too. As samsung have region specific phones & software. Things affected if you buy From Dubai. 1) no warranty outside Dubai (as samsung doesn't support International Warranty). 2) will face Software issues ( like no update/ Jio sim won't work ) if your are a technical guy you will find solution of software issues . If not then I don't recommend buying from other countries then your Home country.
I was also thinking to buy S24 ultra from Dubai, but changed that as we are paying for software experience. And buying it from there will affect that a lot.
