Beta Enrollment Issue

I was trying to enroll into the beta program for S23 Ultra but it's telling me this. 

Does this mean I cannot join the beta program? 

Anyway to solve this issue?

I have another related to beta program registration on s23 ...saying the maximum number of beta program registration has been reached.
