Is it possible for Samsung to add an android 10 update to the Samsung s8 because I feel like the phone is more than capable to handle android 10

Only if you download a custom rom with one UI 4.0 and flash it with Odin, but it will trip know and samsung pay will stop working. That is if you are completely sure and feeling adventurous and know how to do it or has someone to help you who knows
