Bro you can directly go and switch to 2160P resolution if the video uploaded on YouTube have that resolution available. No additional app is required for the same. And yes Prime and Netflix does have 4k videos which we can watch on our 4k TV for now. In future they might also add this in smartphones just like YouTube did.

You need to have a subscription of INR 799 to watch 4k contents. Condition is that device should also support 4k.

I doubt as most of the phones have full HD resolution so in Netflix and Prime 1080P would be the maximum depending on the subscription. Though few years back YouTube did add the option of streaming the videos in 2160P even if mobile supports only 1080P but I don't think others have enabled this option. So sadly no 4K in Netflix and Prime.
