Tap and hold on that app to open app info, clear all data, retart your phone, give all necessary permission and try your luck.

Then last option is to do a complete reset of your phone and set it up as a new device, if same problem persist then it's issue with your device and samsung service centre is the only option if it is not within exchange time period.
