How to use this, when selecting it, says can't use this service.

this option depends on network and also on handset
it only shows new handset on both side and 4g network on both side

this option means you can mark calls important from your side while a making a call to this number
and mostly has far as i know it comes with those contact who have samsung and which have activated advanced calling and messaging
try checking again after some time or after restarting phone
