Don't just clear it. Open recent apps while the ad is being displayed, chances are that the first app being displayed in the recent apps list is causing the ad, then just uninstall that app.

Or you could try checking the list of all the apps which have permission to appear on top for any suspicious third party apps.

Google setting>ads>opt of personalization>off.
Google>setting>ads> Google> web page open> Ads setting> off.
Kindly uninstall UC browser and third party audio/music player and video player (black color).
Uninstall third party file manger if any.
