Why does Samsung modify the default Android scrolling engine?

Device: Galaxy Note 9, Galaxy S9, Galaxy S9+ (Exynos version tested) 

1. In general, scrolling on longer Web pages and endless lists in apps like Facebook is choppy with dropped frame rates. Definitely less fluid an experience than Pixel devices or even Oneplus devices.

2. The multi tasking menu on the One UI latest update with February 2019 security patch scrolls only one app at a time which feels very laid back and sluggish vs the smooth kinetic scrolling on any other non-samsung android device, especially, Google Pixel devices. Even first generation Pixel devices feel smoother on such scrolls.

The 2nd point is due to reduced animations being turned on, not Samsungs fault, you can turn it off in the settings
