Voicemail notification issue

The voicemail notification icon keeps showing up. I've had the same issue on my Note 9 for the last 3 months. 

I've contacted my carrier, Airtel, and they say it is not an issue with them. In fact, I don't even have the voicemail feature activated. 

Now, this notification disappears every time I 'Clear Data' in or 'Forcestop' the Phone app (system app). 

However, it does reappear every time I restart my phone. Or when I walk out of coverage zone and walk back into one. 

I recently purchased a Samsung A8 and I face the same issue with that device too, albeit that is on a different network (Vodafone).

Bro, try few settings:
Go to settings
scroll down to applications
and click at 3 dots
select show system apps
now scroll down to phone app showing in KB size..select that option and force stop it and clear data
now restart your device..
or
In applications
click at 3 dots
and select reset apps prefrences
now restart your device
and check
