Galaxy NoteSETTINGS>CONNECTIONS > ACCESS POINT NAMES > tap on 3 dots top right and tap on RESET TO DEFAULT then
Open Settings > Connections > Mobile networks > VoLTE calls for Sim 1 and Sim 2 turn on em.
Using Mobile Data during calls turn On.
if it doesn't help you please go to search engine and search www.vodafone.in/volte or SMS 4G CHECK to 199 from Vodafone number.
If problem doesn't resolve then please move to nearby Vodafone dealer and complain on it.

We would suggest you to follow the mentioned steps to resolve the issue:
1) Ensure that network frequency of your device is selected on Auto-mode.
Settings > Connections > More Networks > Mobile Networks > Network Mode > Select Auto mode (GSM/WCDMA/LTE)
2) Settings > Connections > Mobile networks > VoLTE calls for Sim 1 or Sim 2 > enable.
3) Check via another SIM card in the device and SIM should be 4G enabled.
4) Reset network settings (Settings > General Management > Reset > Reset network settings).
Note: Kindly once coordinate with the Vodafone network service provider.
If still issue persists, kindly visit nearest service center for physical inspection of your device. Service center personnel will provide you the further resolution.
