It's there. I can use it. Once a photo with proper visible face is there, click on 3 dots -> Add Portrait Effect. It may not work with mask 😁😷 and/or multiple faces in photo. A single clean photo of a person works best.
Check for pending app updates from Galaxy Store. After 4.1 update, I received updates for Samsung Gallery and Photo Editor and other native apps.
