To get some features

Can we get some features in next official update in our mobiles like 

1. An option to use telephoto lens as a zoom lens in camera 

2. An option to use 4G only in mobile network

typically updates are to fix or improve software capabilities. it doesn't have control over hardware.
for your questions,
1. it cant be done because a zoom lens and a telephoto lens is too different from each other, it isn't a control over software. so it is not possible as it's the part of hardware.
2. it probably can be done through updates, but isn't ideal and the manufacturers won't do it. Cause, imagine you're at a place where you can't get stable or no 4G signals, so it is better to use a step lower, 3G rather than, an unstable 4G or no network.

for telephoto lens to work as a zoom lens they can add the function through software as i had seen Huawei mobile telephoto can be used as a zoom lens & main camera too

Yes as you have seen in huawei phones, it can be used but the camera system had to be configured, made that way. But in samsung they dont make like that. The make the primary camera used for zoom and fir the type of hardware in primary lens. Although you may be right, but according to my knwoledge samsung have the designed a that way that i could be used with telephoto.
