Is there a way that does not stop downloading and uploading when the phone is locked?

Check if you are using power saving mode.

have you blocked the app from using background data

or are you using data saver

Go to apps and select the particular app and go to mobile data for example here for g board select the 2 options for data download
even in data saver it'll run if u allow

Go to settings.

Search optimise battery

SELECT ALL APPS

toggle off your particular  app you want to run even in the locked screen
