Conceptually, you are right but any piece hardware in the world of such competitive development requires optimisation at the cost of certain use cases. So, if it's possible to callibrate the drivers of the controller IC of the hardware then these devices will receive the update else of the callibration does not reach the effective levels of forward charging then it might not come into reality!!
Please "Note", that Note 9 has huge fluid cooling channel to support heat dissipation and it may (I'm not sure) effect the probability for it to become a reality!
