Galaxy Note- Display refresh rate = 120 Hz.
- Maybe some rogue app is causing the issue? Check app list, sometimes Galaxy Store downloads unwanted apps like Mojo, Taka tak, etc. Disable 'recommendations' from that store. I use it only for Samsung app updates.
- Update any Samsung apps from Galaxy Store. And other apps from Play Store.
- Did you download any app outside the Play Store? Use 'Deep Sleep' feature to put unwanted apps (for example, games) to deep sleep.
- Check memory card for errors.
- Scan for viruses (mostly on memory card). Turn Play Protect ON to scan apps.
- Clear Cache for Google Play Services.
I'm not experiencing any 'lags'.
In fact, it's now smoother than One UI 3.

Galaxy NoteI am assuming you've Factory Reset your phone as I've mentioned in the guide. It needs to be done: Wipe Cache -> Factory Reset -> Wipe Cache again for maximum impact.
I hope all the "lags" are fixed with new patch updates. Let's see 🤞🏻
I think (and hope) now we'll get February patch directly.
