Note10 plus not receiving android updates

Using a note 10 plus but still it's running on ui2.0 and having the Jan 2020 security patch. Is this normal?

If you bought device from another country then you probably won't get updates, so we've to flash the firmware manually...

I am facing the same problem and it's really frustrating... a whole samsung..smh
