Why isn't YouTube have option 1080p or 4k available on Galaxy Note 8?

It may be because you are watching a Low quality video or your display settings are on 720p.

Attached is the screenshot of the video played through link provided by you and can't find 1080p or 4k resolution option while changing video quality.

goto-Settings>Display>Screen Resolution>Change it to WQHD+.
