My Note 8 shows an expected battery time left of only 18hrs on 100% charge. Also, if I am not using my mobile, the battery still discharges and thus, mobile's onscreen time reduces dramatically. Is this fine? Is it so with every Note 8?

actually aftr oreo updates the battery drains speedly,without using ntwrks or with using it,after the bugs fix update nd some tech. fixation the softwear running flawless but we have to wait fr a month fr tht

clear data of your settings app.
it usually happens when you use your device heavily, the settings app optimises itself to give that kind of output and thus uses more battery. To solve this you can try clearing data of your settings app from apps manager.
Be aware that doing so will revert all your device settings to factory defaults and you'll have to customise them again.
I'll suggest taking a backup of your settings via backup and recovery before doing so.

Goto Developer options and disable 'Keep mobile data turned on' and see if it helps.
