Galaxy Noteit usually happens when you use your device heavily, the settings app optimises itself to give that kind of output and thus uses more battery. To solve this you can try clearing data of your settings app from apps manager.
Be aware that doing so will revert all your device settings to factory defaults and you'll have to customise them again.
I'll suggest taking a backup of your settings via backup and recovery before doing so.
