Note 10+ One UI 3.1

Not all features of One UI 3.1 are ported to Note 10+. 

• Object eraser tool
• Google Discover feed in home screen instead of Samsung Free.
• Directors view in Camera

Any one why wasn't it part of the update n the device?

Most probably they want it to be exclusive only for S21 series..may be your device will get it with future updates
