4g network (Jio Lte+)is not performing well for Note10+.

Takes more time for opening apps and web browsing.

This is the issue with Jio at most of the places and it has nothing to do with your Handset.. Kindly choose best performing Operator in your Region if you have better option or else wait for Jio to improve....

Jio is slowest network in my town, just ported back to Vodafone and after network integration its quite fast. So port to Vodafone or airtel
