Wondering why material you palette works on some apps but not on others

I am talking about Google apps which already support material you like Gmail, Drive, Phone dialer etc which are defaulting to blue in One UI 4

Yes they are material you on pixel, infact I have seen them work on beta builds on S21 ultra and first release builds of s21 ultra as well
