I think as you purchased the phone from Dubai, it was made for using in Dubai only, not for using in India.

Go calling app -》》3 dot -》》settings-》》record call -》》turn on auto call record.
Make sure when u are doing call then turn on locations.

It can be done either through ODIN, which is somewhat complicated process, i think the best option is to visit the service center and explain them the situation
