I have using note 9 6GB 128GB and now my last update is one ui 2.5 and android 10. I literally feel my device is getting slow and hanging and I have done all troubleshooting 
1 reset apps preferences 
2 safe mode
3 factory reset 
But there is no change in performance so I would like to say something to samsung please provide latest updates one ui 4 and android 12.

Well that thing goes according to the policies and according to policies Note 9 series can get updates till One UI 3 only
. No customer can get some advantage in that. And because your phone is also working with other same model phones, both get updates and all together. So it's impossible to get it now.

What you can try is factory reseting your device or if not then doing a fresh reinstall of the Whole system

Dear, first of all, U r informed that Note9 is not seen included in the list of One UI 4 updation announced by the SAMSUNG. Secondly, U did not specify whether Ur system is 6/8GB RAM. finally, under the said circumstances, U r requested to contact the authorised service centre at the earliest to rectify the defects. THX FREND.

Check space availability:

Is there sufficient space available on your device?
Kindly check the space on your device:
Path: Settings > Device Care >Storage

To improve the device performance there should be sufficient space. Request you to keep at least a ''minimum 20% internal memory free''.

Kindly check RAM in your device:-
Path: Settings>Device care>Memory.

To improve the performance RAM of the device should be free. So, clear the RAM memory once a day.
Check app cache
Does the device hang while accessing any particular Application/Game etc?

Please follow the below steps
1- Clear app cache through Device care:

Step1: Navigate to the app's screen and tap on Settings.
Step2: Tap on Device care.
Step3: Tap on Storage.
Step4: Tap on CLEAN NOW.
