Force Stop App Can't Working Properly

When I use some my app forcely stopped in some few seconds app runinng automatically infact i already off mobile data off and battery Background App Running In Restricted On but That Also Doesn't Work

Apps can start on their own. Force stopping is only a temporary measure.
